certain individuals of our people has said the following: “Abu ‘Abd Allah (a.s.) has said, ‘When four things spread four other things appear: When fornication spreads all over, earthquakes turn out to be apparent. When injustice in governing is widespread, drops (of rain are) held back, when the rights of al-Dhimmah taxpayers are ignored, the pagans dominate the followers of Islam and when payment of al-Zakat (charity) is held back poverty spreads all over.’”
